The potential for the most violent weather, including summer-like ?super cell? thunderstorms and tornadoes, is centered in Texas, according to the National Weather Service's Storm Prediction Center in Norman, Okla. Dr. Masters says. He points out that sea-surface temperatures in the Gulf of Mexico are among the five warmest on record for the month. O?Hare International Airport recorded a high of 75 degrees, breaking the high for March 17 of 74, set in 2009, the National Weather Service said. It was even hotter on Friday -- the earliest day ever for temperatures to hit 82 degrees, a record that had stood for 67 years, NBCChicago.com reported.

The record heat will go on the next several days, weather.com senior meteorologist Jonathan Erdman reported, shifting east as a Pacific cool front takes the top off some of the mid-America warmth.

NEW YORK (AP) ? AT&T is offering to discuss a settlement to an iPhone user who won a small-claims case that alleged the company was slowing down his "unlimited" data service.

A law firm retained by AT&T Inc. also threatened in a letter dated Friday to shut off Matthew Spaccarelli's phone service if he doesn't sit down to talk.

The phone company doesn't say if the settlement would involve money beyond the $850 award the Simi Valley, Calif., resident won from the company in small claims court on Feb. 24.

AT&T has about 17 million smartphone customers on "unlimited" plans, and has started slowing down service for users who hit certain traffic thresholds. Spaccarelli maintained at his Feb. 24 small-claims hearing that AT&T broke its promise to provide "unlimited" service, and the judge agreed.

Spaccarelli has posted online the documents he used to argue his case and encourages other AT&T customers copy his suit. Legal settlements usually include non-disclosure agreements that would force Spaccarelli to take down the documents.

In its letter, AT&T asked Spaccarelli to be quiet about the settlement talks, including the fact that it offered to start them, another common stipulation. Spaccarelli said he was not interested in settling, and forwarded the letter to The Associated Press.

Spaccarelli has admitted that he has used his iPhone to provide Internet access for other devices, a practice known as tethering, which violates AT&T's contract terms. AT&T says that means it has the right to turn off his service.

Spaccarelli says he doesn't care ? the important thing to him was defeating AT&T in court, he said.

Dallas-based AT&T has said it will appeal the Feb. 24 decision. Appeals in California small claims court are similar in format to the original hearings, except that lawyers may attend.

AT&T did not comment further on its offer.

Late last year, AT&T started "throttling," or slowing down data service for "unlimited" subscribers once they reached the top 5 percent of data users in their area. The slowdown, which makes a phone difficult to use for anything but calls, texts and some emails, lasts until the end of the subscriber's billing cycle.

Subscribers complained that they hit the limits at unexpectedly low levels, and that they had no idea what they levels were before getting warning messages from the company that they were approaching the limit.

Two weeks ago, AT&T said it would stop throttling the top 5 percent, and instead apply the slowdown after 3 gigabytes of data consumption. Customers on a "limited" AT&T plan get 3 gigabytes of data for $30 per month, the same price paid by "unlimited" users.

Spaccarelli's victory in small-claims court is similar to that of Heather Peters, a California woman who won $9,867 from Honda last month because her Civic Hybrid did not live up to the promised gas mileage. She, too, is helping others bring similar cases.

Epic Games president Mike Capps recently talked with Reuters on what the new iPad means to game developers. Here?s what he had to say:

?Apple is definitely building their devices as if they care a lot about ?triple-A? games. It is quite easy to imagine a world where an iPad is more powerful than a home console, where it wirelessly talks to your TV and wirelessly talks to your controller and becomes your new console.?

Even Frank Gibeau of Electronic Arts agrees that the iPad could eventually replace traditional console systems. ?When the iPad gets to the processing power that?s equal to an Xbox 360 and it connects to a television, that?s no big deal to us. We?ll put the game through the iPad and have it display through the television.?

iPads and other iOS devices can already connect to TV sets via AirPlay and the Apple TV. Add a Bluetooth 4.0 controller into the mix and you can see how game developers could start referring to the setup as more of a console system rather than a mobile gaming device.

All of the pieces are lining up, someone just needs to take advantage of them. Firemint touched on it last year with its multiplayer-over-AirPlay Real Racing 2 title. But even that barely scratches the surface of the possibilities. Stay tuned. This could get real interesting.

Japan PM calls for quicker tsunami waste processing

The whole of Japan must redouble efforts to help rid tsunami-hit communities of the millions of tonnes of waste generated by last year's disaster, the prime minister said Sunday.

As the country marked the first anniversary of the tragedy that claimed more than 19,000 lives, Yoshihiko Noda urged areas outside of the disaster zone to pitch in to help dispose of the rubble.

The tsunami knocked out cooling systems at the Fukushima Daiichi nuclear plant, sending reactors into meltdown and shooting toxic isotopes into the atmosphere.

The government insists debris in Iwate and Miyagi, north of Fukushima, is virtually radiation free and does not pose a risk to human health when incinerated or processed.

"The world lavished praise on the spirit of the Japanese for helping one another in the aftermath of the disaster," Noda said.

"That Japanese psyche is being tested again. The processing of debris is a symbol of that."

Tokyo has offered to largely offset any costs local governments incur in accepting the waste.

Noda said he will be asking private companies, such as cement and paper producers, to help out with the task.

Some go so far as to say prosecutors didn't present irrefutable evidence as to Ravi's motive for attempting to humiliate his roommate, Tyler Clementi. Clementi killed himself on Sept. 22, 2010, and an investigator testified this week that Clementi, in his final hours, had viewed one last time Ravi's online posts on the social media site Twitter ? something his computer records show he had monitored 59 times over the previous nine days. Clementi had saved two screen shots of things Ravi had tweeted about him.

"The bias aspect of the case is still weak," says John Fahy, a former New Jersey prosecutor. "Prosecutors have presented a very good invasion-of-privacy case, but [they] also have to show that he [Ravi] tried to intimidate his roommate because of his sexual orientation. I don't think they have shown Ravi hated gays or hated his roommate because he was gay."

Robert Honecker, a New Jersey prosecutor for 25 years now in private practice, has a similar assessment.?"What stands out is that among the witnesses, particularly his friends and those he was with, each and every one of them said Ravi never exhibited to them antigay or homophobic sentiments and was not affronted by that type of sexual orientation," he says.

The case, being tried in New Jersey before Middlesex County Superior Court Judge Glenn Berman, has already become a national symbol of antigay bullying. That, plus its similarities to other cases of meanness and bullying via high-tech tools and social media, means the trial has attracted heavy media attention.?

"This is a case where, for the first time, prosecutors are utilizing many different social network mediums ? Twitter, text messaging, Internet and computers, webcams ? to prove a criminal case," Mr. Honecker says. "Young people use these mediums as if they are in face-to-face conversations, and they need to recognize that anything in these social networking forums can be retrieved and utilized to establish crimes."

Prosecutors argue that Ravi set up a webcam on his dorm-room computer to watch Clementi and a guest, known in court as M.B. He witnessed Clementi and M.B. kissing. Ravi subsequently laid plans to watch via webcam a second tryst, according to prosecutors, and urged others to take an online look, with the intent of humiliating Clementi because of his sexual orientation.
